Scholarships
isdaT students can apply for scholarships based on the social criteria stipulated by CROUS, the regional center for Student Affairs. This is done by creating their Student Social File (DES) online between March 23 and May 31, before the start of the academic year. As the scholarship is only awarded for one year, it is essential to register each year before May 31.
A national scale is applied, taking into account the resources and expenses of the family.
The amount of the scholarship varies according to 8 levels which are revised each year by the Ministry of National Education. The scholarship is awarded for 9 months, from October to June. Payment is monthly (payment at the end of the month).
All the necessary information will be provided with the registration form and on the CROUS website.
Insurance and social security
Civil liability insurance
Individual “civil liability and accident” insurance must be taken out by adult students or by parents of minor students with an organization of their choice.
CVEC
All students in initial training must subscribe to the student and campus life contribution, before being able to enrol in higher education.
In return, there is no longer a student social security contribution to be paid. This new contribution is intended for the reception of students, as well as social, health, cultural and sports support. It also makes it possible to reinforce prevention and health education actions.
It amounts to 92 euros for the year 2020-2021 and you must pay it online on the CVEC website: click on “My student services” then on “CVEC”. The CROUS will then issue you with a certificate of payment, or exemption if you are a scholarship holder, which must be provided when you register with the isdaT.
CVEC exemption case:
- Scholarship holders based on social criteria, but the online registration process is compulsory
- Refugees, people benefiting from subsidiary protection and asylum seekers (on supporting documents), but the online registration process is compulsory
- Students hosted in France within the framework of an institutional partnership (Erasmus, bilateral agreement)
Student social security
Student social security was reformed in 2018. Therefore, there is no longer a social security contribution to be paid.
Students are now responsible for their subscription to social security, which no longer goes through higher education institutions. This year, the specific student social security system will be revoked and will instead be managed by the primary health insurance funds (CPAM), like the general scheme.
- French students enrolling for the first time in higher education
There is no process for social security. The cost of health care is covered by the fund which was previously responsible for it, generally that of the parents, located in the place of residence of the parents, even if the student moves to Toulouse. It can also be the student’s own fund, for example in the event of an employment contract for the previous year.
- Foreign students enrolling for the first time in higher education in France
Students must register with general social security at www.etudiant-etranger.ameli.fr It will then be covered by the Toulouse CPAM (Caisse Primaire d’Assurance Maladie). Please note, this registration can only be done after payment of the CVEC and registration with the isdaT.
Supplementary health cover
“Pass Mutuelle” for students
The Occitanie Region deploys throughout the regional territory, in addition to national schemes, specific aid in certain conditions to promote access to healthcare for students: the Pass Mutuelle for students. This aim of the scheme is to encourage students who receive a scholarship and who cannot otherwise benefit from supplementary health cover (Couverture Maladie Universelle Complémentaire, Aide au paiement d’une Complémentaire Santé, company mutual health insurance, or who are entitled to supplementary health insurance from a parent) to subscribe to supplementary health insurance with the Region’s partner mutual insurance organisations.
Support from the Region amounts to a maximum of € 100 per student and per academic year. It is issued, through the intermediary of partner mutual insurance companies, without any advance payment by the student. Eligibility conditions and information can be found on the Occitanie Region website.
